摘 要：高校科技成果转化服务平台是高校与企业有效连接的载体与媒介。新形势下加强对高校科技成果转化服务平台的建设，有利于进一步促进高校、科研院校与企事业单位之间信息交流、开展合作与资源共享。基于高校科技成果转化过程中的共性问题及制约因素，分析服务平台的技术、资源和服务等多项功能融合的特征与优势，论述服务平台建设的问题，提出对策建议，为推动高校科技成果转化服务平台建设提供思路。

Analysis on the Construction of Service Platform for Transformation of Scientific and Technological Achievements in Colleges and Universities

Abstract： The service platform for the transformation of scientific and technological achievements in colleges and universities is the carrier and medium of the effective connection between universities and enterprises.Under the new situation，strengthening the construction of scientific and technological achievements transformation service platformis conducive to further promoting information exchange， cooperation and resource sharing among colleges and universities， research institutes and enterprises. Based on the common problems and restrictive factors in the transformation of scientific and technological achievements in colleges and universities， this paper analyzes the characteristics and advantages of the integration of technology， resources and service functions of the service platform， discusses the problems in the construction of the service platform， and puts forward countermeasures and suggestions to provide ideas for promoting the construction of the service platform based on the common problems and restricting factors in the transformation process of scientific and technological achievements in colleges and universities.

高校作为建设国家自主创新体系的重要力量，承担着培养创新型人才、发展科学研究、推动社会发展的重要职责。科技成果转化是高校服务地方经济社会发展的直接途径。高校科技成果转化能力，是衡量高校学术水平和综合竞争力的标准，也是衡量高校促进地方经济转型升级和产业结构调整的重要指标。服务平台是将高校科技成果面向社會，逐步向企事业单位拓展的有效媒介，是融合高校科技成果、发布技术与项目信息、培养人才和技术转移的科技服务系统。分析研究高校科技成果转化服务平台建设的问题及对策，对于推进高校科技成果产业化、促进地方科技创新与经济发展具有重要意义。

1 高校成果转化服务平台建设面临的问题

据2019年教育部数据显示，各类高校专利出售合同数仅占专利授权数的3.3%，技术转让合同1万多项，由此可见，高校集中于基础研究和应用研究，最终实现成果转化的效率不高。……
