摘要：农产品质量安全事关群众身体健康，是群众关心的热点问题，也是重大的民生问题。天津市绿色、优质农产品不平衡不充分的发展现状与人民群众日益增长的多元化消费需求还存在差距，文章总结了天津市农产品质量安全概况，分析了现阶段天津市农产品质量安全面临的问题及短板，并从落实监管责任、加强行业管理、企业自律等方面提出了一系列的意见和建议。

On the Quality and Safety of Agricultural Products in Tianjin

Abstract： The quality and safety of agricultural products has a bearing on people’s health. It is a hot issue not only to the public concern but also to people’s livelihood. At present in Tianjin， there is still a gap between the unbalanced and insufficient development of green and high- quality agricultural products and the growing diversified consumption demand of the people. This paper summarizes the general situation of the quality and safety of agricultural products in Tianjin， analyzes the shortcomings of the quality and safety of agricultural products at the present stage， and puts forward a series of suggestions from the aspects of implementing supervision responsibility， strengthening industry management and enterprises’self-discipline.

民以食為天，食以安为先。随着中国国民经济的快速发展和居民消费水平的日益提高，人们健康意识逐渐增强，农产品质量安全问题已经成为政府高度重视、百姓普遍关注的社会焦点问题[1]。现阶段，天津市绿色、优质农产品不平衡不充分的发展现状与人民群众日益增长的多元化消费需求还存在差距，农产品质量安全形势仍然严峻，确保农产品质量安全的任务仍十分艰巨。在2018年中央一号文件《中共中央国务院关于实施乡村振兴实施战略的意见》中首先提出要提升农业发展质量，当前，中国农业发展已经步入全面推进农业现代化和实施农业供给侧结构性改革的新阶段[2-3]，对农产品质量安全提出了更高要求，必须创新工作思路和机制，进一步提高全市农产品质量安全治理能力和水平。
