摘要：智慧养老作为一种新型的养老模式是当代信息科技的优越性与传统养老方式的有机结合。“互联网+”在养老方面的应用将为解决农村日趋严峻的老龄化问题提供全新的思路和现实的路径。本文从智慧养老的基本内涵着手，通过对在农村构建智慧养老服务体系的必要性和可行性进行分析，展现了农村智慧“护”老、智慧“养”老、智慧“助”老的多层次服务体系的建构，并且从发展阶段，基础建设，顶层设计和老年人自身的维度进一步分析农村智慧养老服务发展的制约因素，并提出乡村经济振兴、加强顶层设计、提高产品的适老化程度和转变老年人传统养老观念的建议和对策，以期为新时期农村养老问题的解决提供参考和借鉴。

Research on Rural Smart Pension Service System

Abstract： As a new pension model， smart pension is the combination of the advantages of contemporary information technology and the way of traditional pension. The application of“Internet +”in the field of elderly care will provide a realistic way for solving the increasingly serious aging problem in rural areas. Starting from the basic connotation of smart pension， this paper showed the construction of a multi-level service system for“caring”the old and“helping”the old by analyzing the necessity and feasibility of building smart endowment service system in rural areas. Furthermore， it analyzed the restrictive factors of the development of rural smart pension service from the dimensions of development stage， infrastructure construction， top-level design and the old people’s own factors， and put forward proposals to revitalize rural economy， strengthen the top-level design， improve the product’s adaptation level and transform old people’s traditional endowment concept， aiming to provide a solution to the rural aging problem.

新中國成立70年以来，中国人口年龄结构发生显著变化，人口老龄化形势日趋严峻。自1999年进入老龄化社会，中国60周岁及以上的老年人的数量不断增长，截至2019年，中国60周岁以上的老年人口总计2.54亿，占人口总数的18.1%；65周岁及以上的老年人口为1.76亿，占总人口的12.6%，预计2025年，中国老年人口总计将达3亿，2050年前后，老年人口总数将到达峰值4.87亿，其占总人口的比重约为34.9%，与之伴随的是中国也将步入人口老龄化的高峰期[1]。快速老龄化、未备先老、未富先老等问题重叠出现使得中国养老形势更加紧迫。

随着社会发展的步伐不断加快以及信息技术的迅猛发展，依托互联网平台实现社会运作和管理成为时代发展的必然选择。……
