摘  要：社会全面发展和经济建设需要整体推进，合理规划设计，才能实现持续发展目标，要通过统筹推进的方式，实现整体综合性发展，当前，土地资源的利用与城市发展存在多重矛盾，只有全面做好规划设计，才能保证经济平衡运行，建设美丽城镇。国家土地管理体系越发完善，可以说，土地是人民生存的基础，只有全面合理做好利用与设计，才能维护社会的稳定，保证人民基本生存权。因此，做好土地资源管理及利用显得至关重要，文章就当前土地问题进行分析，全面提出土地资源管理与规划措施，以此，提高土地利用率，推进城镇快速发展。

Abstract： All-round social development and economic construction need to be promoted as a whole， rational planning and design in order to achieve the goal of sustainable development， and to achieve overall comprehensive development through overall promotion. At present， there are multiple contradictions between the use of land resources and urban development. Only by enhancing planning and design in an all-round way can we ensure the balanced operation of the economy and build beautiful cities and towns. The national land management system is becoming more and more perfect， and it can be said that land is the basis of people's survival. Only by making comprehensive and rational use and design， can we maintain social stability and ensure the people's basic right to survival. Therefore， it is very important to do a good job in the management and utilization of land resources. this paper analyzes the current land problems and comprehensively puts forward the measures of land resource management and planning， so as to improve the land utilization rate and promote the rapid development of cities and towns.

我国国土面积广大，资源丰富，但是，在土地利用上却出现了严重的不足，没有科学统筹，合理规划，出现了土地资源的浪费现象，影响到经济发展与社会进步。只有全面做好土地管理与规划，才能有效促进土地资源利用，提升土地资源质量，全面科学的管理，必须要有完善的措施保障，这样，通过科学管理才能进一步解决土地资源利用问题，提高利用率，促进土地资源快速发展。新时期、新形式，综合性做好土地资源管理及利用，才是土地管理的重中之重，对促进土地资源合理利用有着重大的现实意义。

1 土地资源管理与规划存在的问题

1.1 缺乏完善的土地规划管理体制
