摘  要：小型农田水利工程在现代社会发展中具有公共服务功能，在近几年积极建设和发展中，为其投入了大量的人力、物力等资源。但是，在对工程实际管理中还存在一些问题，如，产权不明确、管理职责不清以及思维和方式落后等，都影响了小型农田水利工程的积极建设效率。所以，结合具体问题，按照具体的实施选择，需给出合理的解决方案。

Abstract： Small-scale farmland and water conservancy projects have the function of public service in the development of modern society. In recent years， a lot of manpower， material resources and other resources have been invested in the active construction and development of small-scale farmland and water conservancy projects. However， there are still some problems in the actual management of the project， such as unclear property rights， unclear management responsibilities and backward thinking and mode， which affect the positive construction efficiency of small-scale farmland and water conservancy projects. 小型农田水利工程在积极发展过程中，发挥的功能很多，不仅可以实现农业灌溉，进行养殖或者是为生活提供用水等，也会发挥一定防止洪灾，避免洪涝灾害等作用。所以，加强对小型农田水利工程积极建设和管理具有重要作用。

1 小型农田水利工程管理中需遵循的原则

1.1 合同化
