摘  要：目前我国水利工程施工质量控制效果不理想，其影响的关键因素有施工管理人员综合水平不高、材料质量管理效果较差、未建立健全的工程质量管理体系以及未构建行之有效的管理监督制度，为此需要从构建完善的施工质量管理体系、加强工程施工材料的管理以及强化项目工作人员的管理与监督意识三个方面进行，逐步提升我国水利工程施工质量。

Abstract： At present， the effect of construction quality control of water conservancy projects in China is not ideal. The key factors influencing it are the low comprehensive level of construction management personnel， the poor effect of material quality management， the lack of a sound engineering quality management system and the lack of effective management and supervision system. To this end， it is necessary to gradually improve the construction quality of water conservancy projects in our country from three aspects： building a perfect construction quality management system， strengthening the management of construction materials and strengthening the management and supervision awareness of project staff.

1 概述

水利工程在我国社会经济发展中起到非常重要的作用，正常情况下水利工程建设规模庞大，建设周期较长，需要投入大量的人力和物力，同时整个施工项目具有较高的复杂性与技术性，为了确保水利工程施工品质，保证各项施工工作有序、安全进行，必须要提高水利工程施工质量控制，强化水利水电工程自身的整体作用与价值，在现代化社会建设中做出重大贡献。在实际进行水利工程施工质量控制中，会受到许多因素的影响，不利于水利工程施工质量的进一步提升，为此，本文以水利工程施工质量为研究中心，探究其主要的影响因素，并根据问题提出切实可行的策略，促使我国水利工程施工质量能够稳步提升。

2 影响水利工程施工质量控制的关键因素
