摘要  江西休闲农业发展呈现出发展速度快、质量好、促进增收好的局面。发展规模处于全国中上游，发展质量居全国乃至中部地区前列，但与旅游大省仍存在较大差距。主要存在规划引导不力、产业优势不强、农旅融合不深、政策支撑不足、科技创新体系不够等制约因素。应该进一步加强科学规划突出特色、培育区域优势特色产业、推进农业旅游深度融合、建立完善公共服务体系、建立健全科技创新体系等方面工作。

Present Situation Evaluation and Countermeasure of Leisure Agriculture in Jiangxi Province

Abstract  The development of Jiangxi leisure agriculture shows a situation of rapid development， good quality and good income increase. The scale of development is in the upper and middle reaches of the country， and the quality of development is in the forefront of the whole country and even the central region， but there is still a big gap with the major tourism provinces. There are some constraints， such as weak planning guidance， weak industrial advantages， weak integration of agriculture and tourism， insufficient policy support， and inadequate scientific and technological innovation system. We should further strengthen scientific planning to highlight characteristics， cultivate regional superior industries， promote the deep integration of agricultural tourism， establish and improve the public service system， and establish and improve the scientific and technological innovation system.

江西作為农业大省、“红绿古”旅游资源强省，有超过80%的农村旅游资源适合开发，江西农村传统村落资源和历史名村镇拥有量超过240个[1]，在休闲农业和乡村旅游的发展中，有得天独厚的优势，发展规模处于全国中上游，发展质量居全国乃至中部地区前列。江西省委、政府高度重视休闲农业产业发展，2017年出台的《关于加快农业结构调整的行动计划》，把休闲农业和乡村旅游发展工程列入全省加快农业结构调整的九大工程之一，并要达到产值超1 000亿元的目标[2];2019年，江西通过政府文件的形式，把休闲农业作为创新农业的重要组成部分加以推动发展。

1  江西省休闲农业成效

2007年中央一号文件提出积极发展现代农业，开发农业多种功能，即旅游功能、文化展示和传播功能等，突出农业功能中的旅游概念，全国休闲农业发展开始进入快车道[3]，江西休闲农业同步发展。……
