【摘 要】新时代下随着新建本科院校大力推进科学研究的快速发展，对科研管理部门提出了新的要求。科研管理部门须与时俱进更新科研管理理念、创新科研管理模式、建立健全科学科研管理的机制体制，提高管理人员素质等方面进行改革。在遵循科学管理的规律下从科研管理的各个方面进行科学规划，在科研管理中实现科学有效的管理，推进新建本科院校科研事业的跨越式发展。

On the Comprehensive Development Path of Research Management in New Undergraduate Colleges in the New Era

【Abstract】With the rapid development of scientific research promoted in the new undergraduate colleges in the new era， new requirements are put forward for scientific research and management departments. To keep pace with the times， scientific research and management departments should update the concept of management， innovate scientific research management mode， establish and improve the mechanism system， and improve the quality of management personnel and so on. Following the law of scientific management， scientific research and management departments should make scientific planning from all aspects carry out scientific and effective management and promote the leap-forward development of scientific research in newly established undergraduate colleges.

在高等教育大眾化的大背景下，新建的本科院校是我国高等教育中的重要组成部分，也是推动我国高等教育体制改革的重要有生力量。党的十八大，习近平总书记把科技创新摆在国家发展全局的核心位置，高度重视科技创新。2016年5月30日习近平总书记在全国科技创新大会、两院院士大会和中国科协第九次全国代表大会上发表的重要讲话中指出，在我国发展新的历史起点上，把科技创新摆在更加重要位置，吹响建设世界科技强国的号角。[1]在党的十九大中，习总书记又提出科技强国的方针政策。在新时代、新背景、新的机遇和新挑战下，新建的本科院校科研能力差，科技创新能力弱，已制约着学校的发展和创新。而科研管理理念的落后、管理模式的不规范和管理制度缺乏执行力度等问题，影响了科研能力和科技的创新与发展。新建本科院校科研的发展必须与时俱进，在遵循科学研究规律下进行科学有效的管理，从管理理念、管理模式、管理制度及激励机制上进行有效规划，实现新建本科院校科研事业的跨越式发展。……
