摘 要：知识产权管理工作是推动高校科技创新能力建设的重要部分。文中以重庆大学为例，通过对知识产权管理建设情况及近5年来专利申请、获权和转化情况的分析，发现目前存在知识产权的相关制度不完善，知识产权管理队伍亟待充实，专利申请的质量有待提高，科技成果孵化和市场化机制不健全，成果转化率低，实施推进力度有待加强等一系列的问题。为了提高知识产权运用水平和能力，学校实施完善科技成果转移转化制度，优化横向项目经费的管理与使用，简化科技成果转化的流程审批和优化知识产权管理模式，大力促进成果产业化等相应的改革举措。通过重庆大学的实践与探索，为高校知识产权管理工作提出了几点建议，包括开展知识产权教育，培养知识产权管理人才，强化知识产权价值导向，加强知识产权保护力度，健全激勵评价机制和大力实施成果转化等等。

Abstract：Intellectual property management is an important part of promoting the scientific and technological innovation ability in Colleges and universities.This article，taking Chongqing University as an example，through the analysis of the construction in intellectual property management，the situation of patent application，acquisition and transformation in the past five years，found that the team of intellectual property management needs to be enriched urgently，the quality of patent application needs to be improved，the mechanism of incubating and marketization of scientific and technological achievements is not perfect，the conversion rate of results is low，and the implementation progress needs to be strengthened.In order to improve the level and ability of the use of intellectual property，Chongqing university has implemented such reforms as perfecting the transfer and transformation system of scientific and technological achievements，optimizing the management and use of lateral project funds，simplifying the process and approval of the transformation of scientific and technological achievements，optimizing the mode of intellectual property management，promoting the industrialization of results.At the same time，some suggestions for intellectual property management in Colleges and universities are put forward，such as carrying out intellectual property，training the intellectual property management personnel，strengthening the value orientation of intellectual property and the protection of intellectual property rights，improving the incentive evaluation mechanism，and implementing the transformation of the results.
