摘  要：高校转型发展给新建地方本科院校的秘书人才培养带来了机遇和挑战。在创新驱动发展、“互联网+”、大众创新万众创业、“一带一路”等国家重大战略下，现代秘书人才的要求日渐专业化、职业化。新建地方本科院校的秘书人才培养也必须在转型中谋得发展。在高校转型发展的总体指导下，从秘书工作和秘书能力论述了现代秘书人才的要求，进而探讨了新建地方本科院校的秘书人才培养在转型发展中“转什么”和“如何转”两大问题。

Abstract： The transformation and development of universities have brought opportunities and challenges to the cultivation of secretary talents in newly-built local undergraduate universities. Under the national major strategies of innovation-driven development， "Internet +"， mass innovation and entrepreneurship， and theBelt and Road Initiative， the requirements of modern secretary talents are becoming increasingly technical and professional. The secretary talent training of newly-built local undergraduate universities must also seek development in the transformation. Under the overall guidance of the transformation and development of universities， this paper discusses the requirements of modern secretary talents from the perspective of secretary work and secretary ability， and then discusses the two major problems of "transform to what" and "how to transform" in the transformation and development of secretary talents training in newly-built local undergraduate universities.

一、新建地方本科院校的转型发展

我国已经建成了世界上最大规模的高等教育体系，为现代化建设做出了巨大贡献。但随着经济发展进入新常态，人才供给与需求关系深刻变化，面对经济结构深刻调整、产业升级加快步伐、社会文化建设不断推进，特别是创新驱动发展战略的实施，高等教育结构性矛盾更加突出，同质化倾向严重，毕业生就业难和就业质量低的问题仍未有效解决，生产服务一线紧缺的应用型、复合型、创新型人才培养机制尚未完全建立，人才培养结构和质量尚不适应经济结构调整和产业升级的要求。这种经济发展带来的社会变革必然也要求高校的办学理念、人才培养等做出相应的调整。国发〔2014〕19号文件《国务院关于加快发展现代职业教育的决定》指出：“引导普通本科高等学校转型发展。……
