摘  要：经济高质量发展需要建立健全人才培养体系。针对非全日制专业学位研究生培养现状及存在的问题，构建了基于三螺旋理论的非全日制专业学位研究生培养质量评价指标体系。提出要突出“非全日制学习”和“专业学位”及“应用型人才”的特色，以满足社会需求为导向，以学生为本，创新适应招生机制和教学手段，校企合作联合培养，激励校内校外导师从事教学与学生指导工作，多方共同努力提高社会认识，增强学生对学校的认同感，真正提升非全日制专业学位研究生培养质量。

Abstract： The high-quality development of manufacturing industry requires the establishment and improvement of personnel training system. Aiming at the current situation and existing problems of the cultivation of part-time professional degree postgraduates， an evaluation index system of the cultivation quality of part-time professional degree postgraduates is established based on the triple helix theory. Offered to highlight "part-time learning" and "professional degree" and "applied talents" characteristics， in order to meet the social demand as the guidance， take the student as this， the mechanism of innovation to adapt to the recruitment of students and teaching means， university-enterprise cooperation joint training， incentive school teachers engaged in teaching and students' guidance， multilateral efforts to improve social awareness， enhance students' identity in school， part-time professional degree graduate training quality can be real improved.

一、问题的提出

面对当今世界复杂多变的国内外形势，我国经济需要通过优化经济结构来转变发展方式和增长动力，由高速增长阶段转向高质量发展阶段。这就要求建立健全人才培养体系，完善学科专业设置，创新培养机制和模式，构建一支高层次人才队伍以适应经济高质量发展的需求。众所周知，研究生教育致力于培养高层次人才，多年来我国研究生教育以学术型教育为主，而随着我国经济的发展，社会需要大量的应用型高层次专门人才。专业学位研究生教育的目标在于培养具有扎实理论基础并适应特定职业背景的应用型人才，是我国高层次人才培养的重要组成部分。

我国研究生教育有全日制和非全日制两种办学形式，这两者是功能互补的，积极发展非全日制研究生教育既满足了社会在职人员学习提高的愿望，也符合研究生教育国际化的趋势。……
