摘 要：美国高校依托立法、政策、制度、机构等各种途径与保障，建立了高校之间相当系统与完善的学分衔接与转换体系，采取灵活、多样的模式认定和转换不同类型不同层次的学分。文章借鉴美国高校的做法，鼓励国内高校创新理念、拓宽思路，重新设计和优化跨国学分认定及转换的操作流程，探索跨国学分互认的各种新途径，寻求拓宽高校人才培养国际化路径的对策。

Abstract： By relying on various ways and guarantees of legislation， policies， regulations and institutions， American colleges and universities have established a systematic and efficient credit link and conversion system between colleges and universities， and adopt a flexible and diverse mechanism to recognize and convert different types of credits. The article draws on the practice of American colleges and universities to encourage innovative ideas， widen ideas， redesign and optimize the operation process of transnational credit recognition and conversion， and explore various new ways of mutual recognition of transnational credits， and seek the countermeasures to widen the internationalization path of the training of talents in colleges and universities.

扩大高等教育规模，提升教学效率，提高流动性，是当前世界各国的高等教育机构极其关注的一个问题。无论是美国大学间的学分衔接机制、澳大利亚认定TAFE课程的学分银行制度，还是欧盟的伊拉斯莫计划“Erasmus Programme”、博洛尼亚进程“Bologna Process”，本质上都是希望通过学分积累和转换，以达到减少学生重复学习相同内容，保障他们在教育系统内自由流动和转移的目的。近年来我国也适应新形势发展提出了新的学分管理概念，即通过学分认定、转换、积累，建立学历教育与非学历教育、国内教育与跨境教育有效融合的学习成果认证体系。

一、美国高等教育中的学分认定及转换模式

美国高等教育的学位体系主要有副学士、学士、硕士和博士四个等级，学分认定及转换多数发生在副学士向学士等级过渡的阶段。据美国国家教育数据中心（NCES）的数据显示，学分转换最为常见的两种模式是垂直转换和平行转换。……
