摘要：对农村电商可持续发展制约影响因素进行科学有效的评价，是保证其健康发展、高效发展的重要工作。从影响因素的特征探索制约农村电商可持续发展的观念要素、团队要素、资源要素、产业要素、体系要素5个层面和对应的16个具体指标，采用层次分析法来分析农村电商可持续发展的主要影响因素，并借助特定案例完成这套评价体系的应用分析，针对评价结果提供有效的服务改进对策，对当地电商服务体系的规范发展具有一定的理论指导意义。

Analysis of Constraints on Sustainable Development of Rural E-commerce in Jiuzhaigou County Based on AHP

Abstract： Scientific and effective evaluation of the constraints of sustainable development of rural electric business is an important work to ensure its healthy development and efficient development. To explore the 5 aspects of the concept elements， team elements， resource elements， industry elements and system elements which restrict the sustainable development of rural e-commerce and the corresponding 16 specific indicators from the characteristics of the research object， analytic hierarchy process is used to analyze the main factors affecting the sustainable development of rural electric business， and the application analysis of this evaluation system is completed with specific cases. To provide effective service improvement measures for the evaluation results， all of those have theoretical guiding significance for the standardized development of the local e-commerce service system.

农村电商作为农村生产、流通、消费与现代互联网信息技术有机结合而形成的新业态，是促进农村发展、农业转型、农民增收的重要手段，也是精准扶贫的重要载体[1，2]，对于进一步优化农业产业体系、生产体系、经营体系，推动农业供给侧结构性改革具有重要的牵引和驱动作用，是促进农业、农村发展的新引擎、新动能，也是实施乡村振兴战略的重要内容。国内的专家学者目前主要是针对已经成功或是初具规模的典型案例进行研究，或是针对农村电商发展现状进行定性研究[3，4]。而立足主观和客观角度，研究农村电商发展制约因素，目前还少有研究[5]。通过对四川省九寨沟县农村电商发展的制约因素调查分析，对其进行建模并计算权重，判断其在农村电商发展过程中的重要次序，旨在为九寨沟县农村电商建设与发展提供必要的理论依据。……
