摘要：湖北省武陵山片区位于国家扶贫攻坚的“主战场”。从专利区域分布、年度获得专利量变化、最近5年万人获专利量、专利主要涉及的农业产业、专利申请人（专利权人）组成等方面，研究了该区域11县市涉农专利保护现状，分析了其涉农专利保护与相关的农业科技创新存在的问题，并从涉农专利与农业科技创新等角度，探讨该连片特困区与少数民族地区智力精准扶贫策略与乡村振兴战略，并提出了相关建议。

Rural Revitalization Strategy and Intellectual Precision Poverty Alleviation in the Wuling Mountain Area of Hubei Province： Based on the Agricultural Patent and Agricultural Science and Technology Innovation

Abstract： Rural revitalization strategy， precise poverty alleviation and priority poverty alleviation in the destitute areas， are the three important new problems in the “three rural” work and rural poverty alleviation in recent years in China. The Wuling mountain area， is located in the “main battlefield” of the national poverty alleviation. This paper has studied the status of agriculture-related patent protection in 11 counties and cities in the region， analyzed the existing problems of agricultural patent protection and related agricultural science and technology innovation. Based on the perspective of the agricultural patent and agricultural science and technology innovation， the paper has analyzed the countermeasure of intellectual precision poverty alleviation and rural revitalization strategy， and put forward several suggestions.

鄉村振兴战略与精准扶贫以及集中连片特殊困难地区扶贫攻坚，是新时代中国“三农”工作与农村扶贫开发的重要问题。习近平总书记在党的十九大报告中提出了实施乡村振兴战略[1]。2017年中央农村工作会议提出了实施乡村振兴战略的目标任务和基本原则以及实现路径[2]。目标任务：到2020年，乡村振兴取得重要进展，制度框架和政策体系基本形成；到2035年，乡村振兴取得决定性进展，农业农村现代化基本实现；到2050年，乡村全面振兴，农业强、农村美、农民富全面实现。基本原则：实施乡村振兴战略，要坚持党管农村工作，坚持农业农村优先发展，坚持农民主体地位，坚持乡村全面振兴，坚持城乡融合发展，坚持人与自然和谐共生，坚持因地制宜、循序渐进。实现路径：必须重塑城乡关系，走城乡融合发展之路；……
