摘 要 在当今社会，教育理念及形式呈现出了创新发展趋势，再加之公共管理理念的不断渗透，也为高校内部管理带来了直接影响及作用，其中涵盖的各个关联要素都以碎片化形态维持运行，这就使得高校内部治理以碎片化为主体，其面对的难题可想而知。为了改善高校内部治理矛盾，从根本上提高内部治理能效，就需要精准掌控碎片化要素，促使各个治理主体协调配合，在优化高校内部治理系统的基础上，促使治理模式更加具有整体性优势。

The Difficult Position and Breakthrough of Internal Governance Fragment in Colleges and Universities： A Holistic Perspective

Abstract In today's society， the educational idea and form show the innovation development trend， and the public management idea continuously permeates， also brought the direct influence and the function for the college internal management， in which all the related factors that cover are maintained in the defragmentation form， which makes the university internal governance become the main body with the defragmentation， the problem that its face can imagine. In order to improve the internal governance contradiction and improve the internal governance energy efficiency， it is necessary to master the defragmentation elements precisely， to promote coordination among the various governance subjects， and to make the governance model more holistic on the basis of optimizing the internal governance system.

從本质上来看，高校治理就是内外利益关系为主导，在强化二者关联性的基础上，实现对高校内外环境的合理管控，因此，高校治理本身涵盖内外两个不同范畴。通常情况下，高校内部治理所贯穿的统一标准就是优化利益结构，促使治理决策更加可靠，从而促使经济指标不断提升，因此可以说高校内部治理是维护利益总量的过程。高校内部治理高效运行也同样需要依托强而有效的制度体系，也只有其运行标准与预期目标高度相符，才能促使高校内部治理质量不断提升。因此，以高校内部治理的碎片化困境为切入点，在分析研究基础上依托整体性视角强化治理能效具有重要意义。

1 高校内部治理碎片化现状

碎片化从字面意义上来看就是原本完整的物质以分散的形式呈现出来，这一理念最早在应用于传播学中，在信息化趋势不断拓展的环境下，碎片化也得以传播，并逐渐成为独特的传播语境存在于社会中。……
