摘 要 随着我国高等教育的大众化进程，高校资助帮扶工作已成为实现教育现代化、全面建成小康社会、促进学生成长成才的关键。新时代下高校资助帮扶工作的开展，首要的就是对学生进行家庭经济困难认定，而目前高校在这项工作中存在很多问题。党的十九大报告中强调了要健全学生资助制度，为学生资助工作指明了方向。本文立足于新时代，将政策与实际相结合，探究高校资助帮扶的新模式，从完善家庭经济困难学生认定机制，物质精神双资助，理想信念教育，学业心理帮扶等全方位构建大学生资助帮扶体系。

Study on the Affirmation of Students' Financial Difficulty

in Colleges and Universities in New Era

Abstract With the popularization of higher education in China， the work of subsidization and assistance has become the key to realize educational modernization， build a well-off society in an all-round way and promote students' growth and success. In the new era， the most important thing is to identify the family financial difficulties for college students. In the nineteenth National Congress of the Party， it is emphasized that the system of student funding should be improved so as to provide a direction for students to support their work. This paper is based on the new era， the policy and practice， the new mode of university funding assistance， from the improvement of the family economic difficulties students identified mechanism， material and spiritual double support， the ideal faith education， academic psychology of helping to build a comprehensive funding assistance system for college students.

近年來，随着我国高等教育的大众化和普及化，大学生人数和规模不断扩大，家庭经济困难学生也就自然增加。面对这一形势，党和国家高度重视，财政资助力度不断加强，相继出台了一系列高校家庭经济困难学生资助政策。党的十九大报告中更是强调了要健全学生资助制度，加强学生资助规范管理，全面推进精准资助和资助育人。①高校资助帮扶工作已成为实现教育现代化、全面建成小康社会、促进学生成长成才的关键。

各高校也逐步建立和完善“奖、助、勤、贷、补、减、免”的学生资助体系，取得了很大的成效，努力践行着“不让一个学生因家庭经济困难失学”的目标。虽然高校家庭经济困难学生认定和资助帮扶取得了一定成效，但仍存在着许多问题与漏洞。……
