摘 要：“互联网+”以其高度的融合性与互通性为河南省创新驱动发展注入了活力，因此，制定推动“互联网+”三大产业的省级创新发展战略、打造“生态协同式”产业创新模式和打造“互联网+”资源整合优化平台，推动社会对互联网平台的创新性利用应成为河南省创新驱动发展的常态化选择路径。

Characteristics Analysis and Path Selection of Innovation Driven Development in Henan Province under the Threshold of "Internet +"

Abstract： "Internet +"， with its high integration and interoperability， has injected vitality for innovation driven development in Henan Province， therefore， formulating a provincial innovation development strategy which promotes the three industries of "Internet +"， building "ecological cooperative" industrial innovation model and creating resources integrated optimization platform of "Internet +"， and promoting the society's innovative use of sthe Internet platform should become the norm selection path of Henan Provincial innovation driven development.

黨的十八大报告明确提出，科技创新是提高社会生产力和综合国力的战略支撑，必须摆在国家发展全局的核心位置。近年来，河南省政府从自身实际情况出发，坚决贯彻中央精神，十分重视科技创新在生产力发展中的作用。“互联网+”时代的到来，更加明确了创新在地域发展中的重要地位。如何利用互联网优势推进企业创新、“互联网+河南”等问题成为政府关注的关键性问题。

1 国内外创新驱动发展研究综述

1.1 什么是创新驱动发展

创新驱动发展的概念，最早是由哈佛商学院教授、“竞争战略之父”迈克尔·波特提出的。他在《国家竞争优势》一书中，将创新驱动作为国家竞争力发展的四阶段之一，并指出以知识和技术为根本支撑的创新驱动对企业和市场发展的重要作用，认为它能够为企业增强市场竞争力、持续保持竞争优势提供根本保障[1]。

作为研究发展中国家经济问题的领导者和先驱，阿瑟·刘易斯指出，发展中国家在发展过程中，会经历劳动力由过剩到短缺的转折，在转折过程中，物质资本的贡献会逐渐下降，而技术创新和脑力创新的作用会日益凸显。……
