摘 要：河南省高层次科技人才引进工程实施以来，改善了河南省高层次科技创新人才匮乏的局面，但是没有解决根本性的问题。河南省是人口大省，高层次创新人才落户河南省的人数与发达省份相比偏低，培养、引进高层次创新人才面臨很多的问题。本文研究河南省高层次科技创新人才队伍建设现状，分析存在的问题，并提出相关的对策建议。

Research on the Problems and Countermeasure of Henan Provincial High-level Scientific and Technological Innovation Talent Team Construction

Abstract： Since the implementation of Henan high-level talents introduction project， it has improved the situation of Henan high-level scientific and technological innovation talents shortage， but has not solve the fundamental problem. Henan is a province with large population， the number of high-level innovation talents in Henan is smaller than that of the developed provinces， the cultivation and introduction of high-level innovation talents have faced a lot of problems. This paper studied the current situation of high-level scientific and technological innovation talent team construction in Henan Province， analyzed the existing problems， and put forward relevant countermeasures and suggestions.

党的十八大提出实施创新驱动发展战略，强调科技创新是提高社会生产力和综合国力的战略支撑，必须摆在国家发展全局的核心位置[1]。科技进步是增强综合实力的决定性因素，人才是经济、社会发展最重要、最宝贵的资源。最近几年，河南省产业集聚区发展迅速，规模以上企业成长较快，对高层次创新型人才的需求越来越迫切。必须采取有效措施，培养、引进急需的高层次专业技术人才，努力建设一支高素质、高层次科技创新人才队伍。2012年河南省人力资源社会保障厅出台了《关于实施河南省急需紧缺高技能人才培养计划的通知》；2015年4月，河南省相关部门联合发文落实《河南省高层次科技人才引进工程实施方案》。高层次科技创新人才是河南省创新人才队伍的重要组成部分，是各行各业中优秀人才的代表，在加快产业优化升级、提高产业竞争力、推动技术创新和科技成果转化等方面发挥着不可替代的重要作用。……
