摘 要：随着全球智库数量不断增多，国外智库的发展越来越完善，面对当前国际国内环境及发展趋势，我国要破解发展难题，需要强有力的智库支持。高校智库是现代智库的重要类型，在国家智库建设过程中承担着关键角色，与此同时，建设中国特色新型高校智库也是发挥高校社会服务职能的具体体现和内在要求。当前，我国高校智库建设面临难得的机遇，本文结合我国高校智库发展实际，详述高校智库在当前发展进程中具有的现实意义及面临的困境。

Research on the Predicament of Promoting the Building of New Type Think Tank in Colleges and Universities under the Decision of Science and Democratization

Abstract： The number of global think tanks is increasing constantly， and the development of foreign think tanks is getting more and more perfect. Facing the current domestic and international environment and development trends， to crack down the development challenges， our country needs strong support from think tanks. Colleges and universities think tank is an important type of modern think tanks and plays a key role in the process of building national think tanks. At the same time， the construction of a new type of college and university think tanks with Chinese characteristics is also the embodiment and intrinsic requirement of giving play to the social service functions of colleges and universities. At present， the construction of college and university think tanks in our country is facing a rare opportunity. With the development reality of our country's college and university think tanks， this paper expounded the practical significance and difficulties of college and university think tanks in the current development process.

智庫是参与公共政策研究、分析，帮助公共政策制定者及公众做出明智的决定，并且对国内外焦点问题出具具有政策导向的研究、分析、建议报告的机构[1]。作为现代智库的重要类型，高校智库隶属于大学，相对稳定且独立运作，是面向政府决策咨询、面向地方经济社会服务的载体。但是，由于受政治、文化、体制等因素的影响，当前我国智库仍以官方及半官方智库主导，相比而言，高校智库发展明显滞后，社会服务功能不能得到充分发挥，行政决策参与明显不足。

但更应看到的是，我国高校智库正面临着良好的发展机遇。近年来，我国政府对智库建设的重视程度在不断提高，特别是重视高校智库的繁荣发展。社会各界也在积极呼吁，希望高校能够建设出一批新型高校智库，发挥自身学术和人才优势，从而为政府及其他机构提供科学决策，推动经济社会发展。……
