【摘 要】员工是工厂发展的组织细胞，是工厂生产经营的出发点和落脚点，是维护改革、发展、稳定大局的重要因素，是工厂改革的支持者和推进者。在双重压力的严峻形势下，一是巡视组给烟草行业反馈的意见压力，二是行业经济运行下滑的压力，未来经济运行前景还有诸多不确定因素。基于此，加强人文关怀和心理疏导工作对工厂能否持续健康、快速发展至关重要。

【Abstract】The employee is the tissue cells of the development of the factory， and the starting point and the foothold of the factory production and operation， it is the important factors to maintain reform， develop and stabilize the whole situation， and the supporters and facilitator of factory reform. At present， the industry is confronted with the severe form of double pressure. First one is the pressure of the feedback from inspection group to the tobacco industry. The second is the downward pressure on the economic operation of the industry， and there are still many uncertainties in the future economic operation prospects. Therefore， strengthening humanistic care and psychological facilitation is crucial to the sustainable health and rapid development of the factory.

1 引言

当前烟草行业面临的巨大双重压力，一是巡视组给烟草行业反馈的意见压力，二是行业经济运行下滑的压力，即卷烟库存、烟叶库存过大，卷烟销售量、重点品牌以及税利总额下滑、产能过剩、供大于求、产品结构单一。同时，未来极有可能以品牌为纽带进行行业整合，即有可能发生跨省整合。未来经济运行前景还有诸多不确定因素，确实令人忧虑。摆在贵定卷烟厂面前只有两条路，一是不进则退，二是敢于担当，勇于挑战。要正确认识和充分理解当前行业面临的巨大压力，各部门有责任向部门员工作好宣传工作，并带领员工以良好的心态迎接新的挑战。为此本文认为应当做好以下四个方面的工作：一是确定发展路线，充分认清形势，坚定发展的信心；二是贯彻管理思想；三是建立人才培养机制，人尽其才，把适当的人用到适当的岗位上；四是寓教于乐 ，不断丰富员工精神文化生活。……
