摘要：创新券作为一种新的科技投入模式，应用在中小企业和高校等科研院所，有利于提高财政科研资金投入使用率，促进企业和科研院所协同合作，有效推动企业技术创新和产学研紧密结合。为了更好地实现创新券在高校科技资源共享中的应用，促进高校大型仪器设备的利用率和共享效益，在对创新券内涵和使用效益分析的基础上，提出了一些高校推广创新券实施的策略。策略的提出为推动创新券在高校科技资源共享中的高效使用和良性运转提供了必要的理论支撑。

Abstract： Innovation Vouchers as a new model of science and technology investment， which apply to small and medium-sized enterprises and institutions of scientific research institutes， is beneficial for improving the finance scientific research funds utilization， promoting the cooperation between enterprises and research institutes， the enterprise technology innovation and university-industry cooperation effectively. In order to better implement innovation voucher application in science and technology resources sharing and promote the utilization rate and sharing benefit of large instruments and equipment in colleges and universities， the innovation voucher connotation and use benefit are analyzed， and then some strategies for promoting the implement in colleges and universities are proposed. The proposed strategy provides the necessary theoretical support for high efficient， benign and sustainable operation of the innovation voucher application in science and technology resources sharing in colleges and universities.

0 引言

高校和科研单位是推动科学仪器设备自主研发的重要力量，科学仪器设备是科学研究和技术发展的基石，而企业是创新的主题，企业的需求又是高校和科研院所研发的基础。其中中小微企业又是国民经济和社会发展的重要基础，是深化改革的主要推动力量。但由于中小微企业规模小，研发投入不足，创新能力有限，缺乏优质的科学仪器设备等资源，严重阻碍了其发展的步伐，在这种背景下，通过创新政策提高科技资源共享率显得尤为重要。为此国务院印发了《关于进一步促进中小企业发展的若干意见》（国发〔2009〕36号），《国务院关于国家重大科研基础设施和大型科研仪器向社会开放的意见》（国发〔2014〕70号）和《国务院办公厅关于发展众创空间推进大众创新创业……
