摘 要 在高校创业教育的发展历程中，美英两国一直走在前列，是实施有特色和较成功的代表，通过对美英高校创业教育的发展概况、组织体系、课程体系、政策资金支持和师资队伍建设等主要特点的初步探析，比较美英两国高校创业教育的异同点，对我国高校创业教育在目标定位、教育教学、师资队伍和保障体系建设等方面提出建议。

The Characteristics of Entrepreneurial Education in

American and British Universities and its Enlightenment

Abstract In the development process of entrepreneurship education in colleges and universities， the United States and the United Kingdom have always been at the forefront. They are implementing distinctive and successful representatives. Through the development of the entrepreneurial education in the United States and Britain， the organization system， the curriculum system， the policy fund support and the construction of the teaching staff. The preliminary analysis of the main features compares the similarities and differences between entrepreneurial education in colleges and universities in the United States and Britain， and puts forward suggestions on the goal orientation， education and teaching， the teaching staff and the construction of the security system for colleges and universities in China.

1 美国高校创业教育分析

1.1 發展概况

美国被称为创业者的天堂，普遍认为创业教育起源于美国，美国高校是创业教育的主要催生力量。美国高校最早开设的创业教育课，是哈佛大学在20世纪40年代开设的“新创企业管理”课程。至20世纪70年代，经过三十年的发展，有127 所本科院校开设创业教育课程。随后在信息技术的推动下，创业教育得到了迅猛发展，截至2012年，参与创业教育的教师将近9000名，覆盖超过40万学生，在大学的“企业孵化器”约400个，占全美“企业孵化器”的三分之一。同时，美国政府也积极推动创业教育，19世纪80年以后，政府相继出台了《拜杜法案》、《技术创新法》、《联邦技术转移法》等法规，在法律层面鼓励高校进行科学研究并从事技术转移，加强知识产权保护。2009年，美国成立创新创业咨询委员会，关注大学的创新与创业，强调将创新和技术商业化。2013年，美国商务部发布的《创新与创业型大学——聚焦高等教育创新和创业》确定了支持鼓励学生教师参与创新创业、支持高校科技成果转换、支持校企合作、支持服务区域经济等为大学创新创业核心活动内容。……
