摘要： 建设并完善高职高专相关专业“双师型”教师培养培训基地，不仅有利于提高教学质量，推进教育教学改革，提升高职高专院校的核心竞争力，更有利于培养满足所在地区社会经济发展所需要的面向生产服务一线的高技能型人才，服务地方经济的发展。通信类专业“双师型”教师培养培训基地建设要把握需求，突出示范性，要进一步创新培训形式和内容，校企协同，整合资源，优化建设方案。同时，还要从建设管理制度、完善培训项目服务体系、专项资金管理、项目质量监控、绩效评价等多个方面加强建通信类专业“双师型”教师培养培训基地的运营管理提升综合效益。

Abstract： The construction and improvement of "double-quality teacher"training base in higher vocational colleges is not only helpful to improve the quality of teaching， promote the reform of education and teaching and improve the core competitiveness of higher vocational colleges， but also helpful to cultivate highly skilled personnel who are in the first production and service line and can satisfy the needs of social and economic development. In the construction of "double-quality teacher" training base in communication related specialties， it is necessary to grasp the demand， highlight the model， further innovate the form and content of training， adhere to school-enterprise collaboration， integrate resources and optimize the construction program. At the same time， it is necessary to strengthen the operation and management of "double-quality teacher"training bases in the aspects of building management system， perfecting the service system of training projects， special fund management， project quality control and performance evaluation， so as to enhance the overall benefits.

1 建设通信类专业“双师型”教师培养培训基地的意义

建设并完善高职高专相关专业“双师型”教师培养培训基地，为高职高专专业特色的形成和提升提供平台，为高职高专教师提供有针对性、全面、系统、及时的培养培训，这不仅有利于提高高职高专教学质量，推进教育教学改革，提升高职院校的核心竞争力，更有利于培养满足所在地区社会经济发展所需要的面向生产服务一线的高技能型人才，更好地为地方经济的发展服务。

《江苏省“十三五”信息通信业发展规划》提出到2020年，江苏省要继续保持行业发展水平全国先进地位，基本建成“高速、移动、安全、泛在”的，领先全国水平的新一代信息通信基础设施，率先建成“网络强省”的总目标。……
