摘要： 有效的水库管理是充分发挥水利工程作用以及延长水利工程寿命的关键因素。规范我国水库管理的相关工作，确保我国水库管理具有科学性和规范性，能够有效缓解我国部分地区水资源不足的现象，同时规范科学的水库管理方案也是目前节约淡水资源、大幅度提高淡水资源利用率的有效方法。就此，本文在简要分析目前我国水库管理过程中存在问题的基础上，针对管理出现的问题进行了深入探讨，并提出相应的解决措施。以此为我国水库管理工作更加高效、更加系统的进行提供论参考。

Abstract： Effective reservoir management is a key factor in giving full play to the role of water conservancy engineering and extending the life span of water conservancy projects. It is possible to effectively alleviate the shortage of water resources in some areas of China by standardizing the reservoir management and ensuing scientific and standard reservoir management. And scientific reservoir management plan is also the effective method to save fresh water resources and increase fresh water resources utilization. In this paper， based on the brief analysis of the current problems in the process of reservoir management in China， the problems of management are discussed in depth， and the corresponding measures are put forward， so as to provide reference for more efficient and more systematic reservoir management.

0 引言

长久以来，全国各地的水利工程一直都是推动我国经济发展和农业发展的中坚力量，其有着其他工程无法比拟的重大作用。但是，随着现代化社会的进程加快，我国水利工程施工建设因受到多方面因素影响和限制，导致我国水利工程设计的要求没有跟上国际标准，甚至我国部分地区的相关机构在没有进行相关设计的基础上，就对水库进行大规模的修建，从而导致其水库建设缺乏实用性，并存在安全隐患。因此，长久以来我国水利工程的建造质量并没有达到国际标准，再加上使用年限过长，部分设施已经出现老化或者损坏的情况，而地方政府又缺乏对其进行更新维修，因而进一步严重影响了水利工程实现其原本的经济效益，甚至对当地人民群众的生命财产安全有着严重的威胁。……
