摘要在哈尔滨市啤酒出口现状的基础上，利用SWOT-PEST分析方法，对哈尔滨市啤酒出口的优势、劣势、机会与威胁进行了分析。结果显示：哈尔滨市在啤酒出口的相关法律政策、生产成本、地理区位、技术积累等方面具有优势，但同时也存在成本上升、出口环境恶化、产品同质化严重、企业规模偏小等问题。哈尔滨市综合保税区成立、一带一路战略的实施、新技术的应用、销售方式的变革等为哈尔滨市啤酒出口带来了极大的机遇，但贸易保护主义抬头、新型贸易壁垒的出现、国内外竞争加剧、原料依赖进口等也对哈尔滨市啤酒的出口带来了冲击。针对啤酒出口的现状，提出相关政策建议，以期促进哈尔滨市啤酒出口的良性发展。

SWOTPEST Analysis of Beer Export in Harbin

AbstractBased on the current situation of beer export in Harbin，with the method of SWOTPEST，the study analyzed the advantages， disadvantages，opportunities and threats of beer export.The result showed that the beer exports of Harbin had advantages in relevant laws and policies， production cost， geographical location and the accumulation of technology， while with the problems of rising costs and deteriorating export environment， product homogeneity serious， small enterprises scale.At the same time，the establishment of Comprehensive Bonded Zone of Harbin and the implementation of The Belt and Road strategy，application of new technology and the transformation of the mode of sales for beer exports had brought great opportunities，but there were also some threats to the export of beer，such as trade protectionism， new trade barriers， and fierce competition home and abroad，the raw materials of beer depending on import.For the situation of beer export in Harbin，the related suggestions were put forward to promote the benign development of beer export.

自俄羅斯商人乌卢布列夫斯基在1900年创建哈尔滨啤酒以来，哈尔滨市啤酒产业已有百余年的发展历史。百余年间，尤其是改革开放后，哈尔滨市的啤酒产业获得飞速发展，产量和质量均快速提升。与此同时，随着我国对外贸易的高速发展，哈尔滨市啤酒的出口量不断增加，1999年哈尔滨市啤酒对外出口50万L，出口金额12万美元，经过16年的发展，2015年哈尔滨市啤酒对外出口346万L，年平均增长1285%，啤酒出口金额253万美元，年平均增长21.17%，出口增长势头强劲。哈尔滨市啤酒出口对增加企业利润、提供就业机会和提高工资水平具有重要意义；同时，哈尔滨市啤酒出口也有利于促进哈尔滨工业结构调整，发展具有比较优势的产业，减少对重工业的经济依赖；……
