【摘要】高等职业教育是推动经济社会发展的重要力量。“一带一路”战略的实施，将为全面推动高等职业教育改革和持续发展创造了条件，从而更好地促进职业教育发展。习近平总书记多次强调要提升中国的软实力，这就迫切要求我们加快教育“走出去”步伐，尤其是通过“走出去”实施国家的发展战略。

【Abstract】Vocational education is to promote economic and social development of an important force. The implementation of " The Belt and Road " strategy will promote the reform of higher vocational education and create the conditions for sustainable development， so as to better promote vocational education with the "Chinese characteristics"， to achieve "world class." Xi Jinping， general secretary repeatedly stressed the need to enhance China's soft power， which urgently requires us to accelerate the education of "going out" pace， especially through the "going out" the implementation of national development strategies.

习近平总书记多次强调要提升中国的软实力，迫切要求加快高等职业教育“走出去”步伐，特别是通过“走出去”实施国家的发展战略。目前我国高等职业教育确实与发达国家相比还有差距，但在很多方面已基本可以引领发展中国家高等职业教育。围绕国家战略发展的需要，增强国家影响力，促进职业教育的“走出去”发展，加快在广大发展中国家培养本地化技能人才需要，已成为增强国家软实力的重要增长点。

一、在“一带一路”建设中，高等职业教育需要“走出去”的理由主要如下：

（一）是提高国家软实力的需要

习近平总书记多次强调要提升中国的软实力，这就迫切要求我们加快教育“走出去”步伐，特别是通过“走出去”实施面向发展中国家的境外职业教育，围绕国家战略的需要，增强职业教育影响力，促进职业教育的国际化发展，加快在广大发展中国家培养技术技能人才已成为增强国家软实力的重要组成部分。能够快速地提升国家的影响力，目前我国职业教育虽与发达国家相比还有差距，但在办学资金、办学观念、办学模式、办学效果、行业支撑度等方面已基本可以走在发展中国家职业教育前列。……
