摘 要：为了弄清洛南县农技体系现状，了解存在的主要问题，在全县开展了农技体系现状调查。调查结果表明，洛南县农技体系共核准编制493人，现在实有人员503人，总体超编2.03%。存在的主要问题是人员结构不合理、人员知识老化严重、人才引进机制不健全、人员思想波动较大、推广机构运行乏力，提出了提高思想认识、强化队伍建设、改进服务方式、加大政策扶持等建议。

Present Situation and Countermeasures of Luonan County Agricultural System

Abstract： In order to understand the status quo of Luonan county agricultural system， understand the main problems in the county to carry out the investigation of agricultural system status. The survey results show that Luonan county agricultural system approved a total staff of 493 people， has 503 staff now， overall overstaffed 2.03%. The main problems are unreasonable personnel structure and personnel knowledge aging serious， talent introduction mechanism is not perfect， the ideological fluctuations larger and promotion agencies run weak proposed improve thinking and understanding， strengthen team construction， improve service， increase policy support and other recommendations.

洛南县位于秦岭东段南麓，县境内北部秦岭环绕，是一个以中低山为主体、岭谷相间的土石山区农业县，属黄河流域、北亚热带向暖温带过渡性的山地气候。境内气候温和，四季分明，雨热同季，具有良好的生态环境和丰富的生物资源。全县总人口46.1万人，其中农业人口40万人，耕地面积3.07万hm2，人均耕地0.077 hm2。当前粮食播种面积保持在5.07万hm2以上，总产15万t，马铃薯、蔬菜、食用菌、中药材等主导产业不断壮大，成为农业经济发展的着力点[1]。近年来，随着农业科技的迅猛发展和农业转型升级步伐的不断加快，农技体系在科技服务中呈现出了一些不相适宜的问题，为此笔者对全县农技体系现状开展了调查，对存在的问题进行分析，并提出合理化的建议，以期为农技体系队伍建设和能力建设提供理论依据。

1 农技体系现状

1.1 机构状况

洛南县农技体系由12个县级单位和16个镇级服务单位构成。县级农技体系改革在2012年完成，镇级服务单位是根据《洛南县镇办机构改革实施方案的通知》（洛办发〔2015〕20号文件）精神，整合原镇办农牧综合服务站、林业站、水务站和社会事务服务站的扶贫职责，组建农业综合服务站。……
