摘 要：随着新型城镇化的不断发展，“人地挂钩”政策应运而生。本文以伊宁市为例，利用文献综述法和定性与定量分析相结合的方法，对伊宁市的城镇农村人口变动、城镇建设用地的需求进行预测分析。得出以下结论：（1）伊宁市城镇人口呈持续增长态势，对伊宁市城镇建设用地的需求增长方向有导向作用，有利于人口城镇化和土地城镇化的同步推进；（2）预测出2020年伊宁市城镇建设用地需求量为1 590.08 hm2，主要集中在伊宁市区和汉宾乡。

Analysis on the Potential Capacity of People Linked to Land in Yi'ning

Abstract： With the continuous development of new urbanization， the policy of "people linked to Land" came into being. In this paper we discussed the Supply demand balance of between indicators of urban and rural land conversion， taking Yi'ning city as example， using the method of literature and the combination of qualitative and quantitative analysis method， the rural population changes of a core grain production county was analyzed. Draw the following conclusions： （1）Yi'ning urban population is in a sustained growth trend， the demand for urban construction land in Yi'ning has a guiding role in the direction of growth， is conducive to the population urbanization and land urbanization synchronous propulsion； （2）predict 2020 in Yi'ning city urban construction demand was 1 590.08 hectares.

随着我国工业化、城市化和现代化建设进程的快速向前发展，土地与人口发展、生产生活和生态环境保护密不可分。加快农村劳动力转移与统筹城乡经济社会发展逐渐成为人们关注的重点。2008年，在《国务院办公厅转发发展改革委关于2008年深化经济体制改革工作意见的通知》（国办发〔2008〕104号）中，首次提出了“推进城镇建设用地增加规模与吸纳农村人口定居规模相挂钩的试点工作”。“人地挂钩”政策是城乡建设用地增减挂钩政策的创新和延伸[1]。其政策理念都是通过空间位置的置换，将建设用地挪到城镇周边，同时确保耕地面积总量不减少，保障粮食安全，但在实际操作过程中，后者更多考虑了“人”的因素，更能反映城镇化发展的本质[2]。“人地挂钩”政策包括城乡两个方面：一是实行城镇建设用地与城镇人口数量（含流动人口）挂钩；……
