摘 要：在预算管理体系下，财政支出管理体制的变革和农业科研单位管理环境的重大变化，给农业科研单位管理提出了新的课题。本文通过对目前农业科研事业单位预算管理现状的分析，指出当前农业科研事业单位预算管理中存在的问题，并根据现行预算管理中的问题，提出行之有效的改善措施，探索农业科研事业单位预算管理的有效途径，加强农业科研事业单位全面预算管理水平，使农业科研事业单位更好地发挥作用。

Study on Budget Management of Agricultural Scientific Research Institutions

Abstract： Under the budget management system， the change of financial expenditure management system，a major change in the management environment of agricultural scientific research units， puts forward a new topic to agricultural scientific research unit management. This article through to analysis the present situation of agricultural scientific research institution budget management， points out the current problems existing in the budget management of agricultural scientific research institution， and according to the problems in the current budget management， put forward effective improvement measures， and explore the budget management is an effective means of agricultural scientific research institution， strengthening the comprehensive budget management level of agricultural scientific research institution， make better play a role of agricultural scientific research institution.

随着经济改革的不断深入，为了适应社会主义市场经济的进一步推进，我国推行了机构体制的全面改革，财政体制也随之发生了一系列变革。十八大明确提出“科技创新是提高社会生产力和综合国力的战略支撑，必须摆在国家发展全局的核心位置”，强调要坚持走中国特色自主创新道路、实施创新驱动发展战略。随着我国逐步加强对科学的重视，对科学研究事业的资金投入也将随之增多。农业是我国的第一产业，是国民经济的基础，我国加大对科学事业投入的同时，也会增加对农业科研事业的投入，迫切要求相关农业科研事业单位应该提高资金管理的有效性。

1 农业科研事业单位预算管理的现状
