摘 要：绩效评价是监督土地整治项目发挥最大成效的有力保障。为了分析我国土地整治项目绩效评价的研究进展，采用综述法，首先简单介绍了土地整治项目绩效评价研究现状，其次对农用地、建设用地、未利用地整治项目绩效评价进行阐述，并提出各用地类型当前研究存在的不足，最后展望未来我国土地整治项目绩效评价应向推行公众参与、加强反馈管理、注重资金绩效评价、运用动态模型化的评价方法等方向发展。旨在为推进我国土地整治项目绩效评价发展提供参考和依据。

Research Advance of Performance Evaluation of Land Consolidation Projects in China

Abstract： Performance evaluation is a powerful guarantee to monitor the effectiveness of the land consolidation project. In order to analyze the research advance of the performance evaluation of land consolidation project in china. In this paper， using the review method， first of all briefly introduces the present situation of performance evaluation of land consolidation project .Secondly， elaborates the project performance evaluation of agricultural land， construction land， and unused land ， then puts forward the problems existing of all kinds of land in the current research. Finally， the future of China's land consolidation project performance evaluation should be to promote the public participation， strengthen the feedback management， focus on fund performance evaluation， using the dynamic model of the appraisal method and so on. The purpose is to provide reference and basis for the development of the performance evaluation of land consolidation projects in China.

随着我国土地整治工作的推进，在取得大量研究成果的基础上，人们的关注点从单纯的土地整治项目所得效益向绩效方面聚集。目前关于土地整治项目绩效评价的研究主要集中在土地整治绩效评价内涵、评价方法、评价指标体系建立3个方面，尚没有人按照用地类型分类来研究土地整治项目绩效。从用地类型出发，研究土地整治项目绩效评价，不仅能保证在同一地类中可比，而且能分地类概括我国对已实施土地整治项目的绩效评价情况，使所取的成绩更直观可见，其评价结果对具体地类上的土地整治项目更具现实指导意义，因此，分地类对土地整治项目的绩效进行考核与评价，对项目绩效的改善与提高意义重大。

鉴于此，笔者以CNKI数据库作为主要的文献检索源，以土地整治项目、农地整治、建设用地整治、未利用地开发、废弃地复垦、项目绩效评价等为主要关键词进行检索，并对核心刊物和有关专家的研究前沿进行全面整理和归纳总结。……
