论高等学校社会服务效能评价及研究策略*

摘要：本文全面论述了高等学校社会服务职能的发展历史，由此引出现阶段实施社会服务职能评价的目的和必要性，通过理论分析推荐了适用于高等学校社会服务效能评价的方法，并从“高等学校社会服务内涵及发展历程”、“高等学校社会服务系统构成研究”、“高等学校社会服务效能调查及影响因素辨识”、“高等学校社会服务效能评价指标体系与评价模型构建”、“高等学校社会服务效能优化对策”、“个案实证研究”等五个方面给出了实施建议。该文可为社会服务效能评价领域的研究及应用工作提供有益的思路。

Abstract:This article comprehensively discusses the development history of social service function of colleges and universities, and raises the purpose and necessity of the implementation of social service function evaluation at present stage, through theoretical analysis recommended is suitable for higher school social service performance evaluation method, and from "social service connotation and development of institutions of higher learning", "social service system of institutions of higher learning research", "social service effectiveness survey of institutions of higher learning and influencing factors of recognition" and "higher school of social service performance evaluation index system and evaluation model to build","social service efficiency of the optimization countermeasures of institutions of higher learning","case for empirical research on" five aspects,such as implementing Suggestions are given. In this paper, for the social service performance evaluation in the field of research and application work provide some useful ideas.

引言

现阶段，我国高等教育还不完全适应经济社会发展和人民群众接受良好教育的要求，同国际先进水平相比还有明显差距。不断提高质量，是高等教育的生命线，必须始终贯穿于高等学校人才培养、科学研究、社会服务、文化传承创新等各项工作之中[1]。社会服务作为高等学校的四大基本职能之一，尚未完全发挥其应有的作用。2010年4月24日，胡锦涛主席在庆祝清华大学建校100周年大会上的讲话中指出：“全面提高高等教育质量，必须大力服务经济社会发展。要紧紧围绕科学发展这个主题、加快转变经济发展方式这条主线，不断增强服务经济社会发展能力[2]。……
