摘要 为了深度开发咸宁市文化旅游产业，从区位与交通、文化旅游资源以及政府支持3个方面进行了咸宁市文化旅游产业的可行性分析，探讨了深度开发咸宁市文化旅游产业存在问题，提出了在打造文化旅游精品景区、打造精品线路、区域联动加强宣传、建章立制和培养高素质旅游从业人才4个方面开发咸宁市文化旅游，为咸宁市文化旅游产业发展提供参考。

Thought on the Deep Exploitation of Cultural Tourism in Xianning

Abstract The feasibility of the exploitation of Xiannings cultural tourism was analyzed from three aspects， namely location and transportation， cultural tourism resources， and the government support. After analyzing the problems exist in the development of Xiannings cultural tourism industry， four measures were put forward， that is building several attractive scenic spots， developing some topquality tourist routes， strengthening region linkage and promoting publicity， and establishing regulations to train high quality tourist talents.

随着《文化产业振兴规划》、《关于促进文化与旅游结合发展的指导意见》、《国家级文化产业示范区管理办法（试行）》等文件的出台，西安曲江新区、曲阜新区文化产业园、洛阳汉魏故城、辽宁棋盘山开发区等一大批文化旅游产业园区相继建立并取得很好的效益。咸宁旅游资源丰富，山清水秀，桂香竹翠，泉温洞奇。历史文化悠久，其具有的青铜文化、苗瑶文化、茶马古道文化、三国文化、闯王文化、北伐文化、五七干校文化、道教文化、明清民居文化等，是长江文明的重要组成部分。研究和深度开发咸宁市的文化旅游既具有可行性，又对促进咸宁旅游经济的发展具有重要意义。

1 咸宁文化旅游的可行性

1.1 区位优势明显，交通發达

“咸宁”一词，最早出现在周朝的典籍中。《周易》中说：“乾道变化，各正性命，保合太合，首出庶物，万国咸宁。”《尚书·大禹谟》中也说：“野无遗贤，万帮咸宁”，意即普天之下全都安宁。咸宁地名的确立经历了一番曲折的演变过程。……
