摘要：在当代，世界林业正处于由传统林业向现代林业的战略性转变时期。我国为发展林业，适应国民经济和社会发展的需要，在经历了各种事实和问题后，逐渐产生了多种重要的林业经营思想，并经过多次的实践得出科学合理的森林经营理念，实现森林多资源永续利用，为林业可持续发展奠定良好的森林资源基础。本文将从我国森林资源和森林经营管理现状入手，分析进行森林经营中存在的问题，并针对森林经理提出新的要求。

Abstract: In the contemporary world, forestry is in forestry from traditional to modern forestry strategic transition period. China forestry development, adapt to the needs of national economy and social development, after all the facts and problems, gradually produced a variety of important forestry management ideas, and after much practice that scientific and rational forest management concept, realize the sustainable utilization of forest resources, forestry sustainable development lay a good forest natural resources foundation. This paper from China's forest resources and forest management current situation proceed with, analysis of forest management problems, and put forward new requirements for the forest manager.

一、我国森林资源和森林经营管理现状及问题

据全国第六次资源清查的结果显示：全国森林面积17490.92万公顷，森林覆盖率为18.21%，活立木总蓄积136.18亿立方米，森林蓄积124.56亿立方米。我国森林面积居世界第5位，森林蓄积列居世界第6位。人工林面积高居世界首位。

目前，我国森林资源变化呈现的特点是森林面积持续增长、森林质量有所改善、林种结构日趋合理、森林蓄积稳步增加、非公有制林业成效突显，以生态建设为主的林业发展战略取得初步成效，并呈现良好的发展态势，我国林业有很大的发展潜力。但是，与我国的发展目标相比，我国森林资源经营管理工作还有很大差距，并且面临着新的挑战。

（一）森林作业法单一，分类不明确

在森林经营中，森林作业法是根据树种和森林类型的特点，为实现一定的经营目标，从培育到采伐和更新所采用的一套完整的经营利用作业体系。……
