摘要：新余市水务部门根据上级水利部门工作要求和实际工作情况，初步探索建立了“四统一一公开”招标模式，通过近几年的运转，该模式对于确保水利建设行业“干部安全、资金安全、工程安全”具有积极作用，确保了新余市水利行业的健康有序发展。从这一招标模式的具体操作和主要特点入手，论述了其基础、重要举措和重要保障。

Abstract: According to the work requirement and actual work of superior water department, the water department of Xinyu city preliminary explored and established the bidding mode of "four-unity and public". After several years of operation, this mode has played a positive role in ensuring “ the safety of cadres, fund, and construction” of the water conservancy construction industry,which has ensured the healthy and orderly development of the water conservancy industry of Xinyu city. Starting from the specific operation and the main characteristics of the bidding mode, this paper expounds its foundation, important measures and important guarantee.

0.引言

“十一五”以来，新余市水利建设总投入5.71亿元，创造了历史新高，按照江西省委省政府和新余市委市政府的部署，今后5-10年新余市水利建设任务将会更加繁重，资金投入将翻番达到10多亿元。这对确保水利工程建设领域“干部安全、资金安全、工程安全”提出了更高的要求。因此，切实做好水利工程建设项目招标工作，对于整顿和规范水利工程建设市场秩序，创造公开、公平、公正的竞争环境，择优选定施工队伍和供应商，确保工程建设进度与质量达标，以及开展反腐倡廉工作都具有十分重要的意义。

1.“四统一 一公开”招标模式的主要特点

水利工程建设项目“四统一一公开”招标模式，指的是由市级水行政主管部门整合全市各部门、各县区的有效资源，在市级层面按照“政府引导市场、市场公开交易、交易规范运作、运作统一管理”的思想，打造一个统一的水利工程项目招标平台，采用一个统一的评标专家库，确定一套统一的招标程序和评标规则，建立一个统一的综合监管体系，以全过程信息公开为原则，开展招标工作。……
