摘要：素质教育，通俗地将就是让全体学生素质得到全面地发展，我国的人口构成中农业人口比重超过60%，在农村中学提高英语教育教学水平，提高农村中学生外语能力是完成农村普及初等教育，提高农村学生自身素质，实现教育均衡发展的重要举措。本文在对农村中学生、农村中学和农村英语教师进行分析的基础上，阐述了加强农村中学英语教育的各项重要的意义，并在此基础上提出了改善农村中学英语教育水平、发展农村中学生英语能力的措施。

Abstract: the quality education, popular to let all students' quality is get full development, our population in the proportion of agriculture constitute more than 60%, in the rural middle schools to improve the English education teaching level, improve the rural middle school students foreign language ability is complete rural popularize primary education, improve the rural students' quality, and realize the education of balanced development of important measures. In this paper the rural middle school students and rural middle school students and rural English teachers on the basis of analysis, discussion is made on how to strengthen the education of rural middle school English important sense, and proposed in this foundation to improve rural middle school English education level, the development of rural middle school students English ability of the measures.

前言：基础教育发展的根本在于有效改善我国农村教育的水平，我国各级政府和教育主管部门历来重视农村教育水平的改善和提高工作，特别在近些年通过工作上的重视和资金上的投入，取得了值得肯定的成绩，部分达到了缩小城乡教育差距和实现教育均衡的目标。但是应该看到随着课程改革的深入农村教育，特别是农村中学英语教育发生了很大的变化，现状还乐观，教育工作管理者和农村英语教育工作者应该研究农村中学英语教育的实际，从农村和农村中学生特点出发，找到一条有效提高农村中学英语水平、发展农村中学生素质的新路子，有力地推进农村教育改革的深入。

1提高农村中学英语教育水平的意义

1.1有利于实现城乡间教育的均衡

教育均衡是和谐社会和科学发展的重要标志，农村中学英语教育的加速发展有利于缩短城乡教育差距、均衡基础教育资源、促进社会公平的实现有着重要的意义，有利于构建和谐社会和实现科学发展。……
