摘 要：食品药品检验检测机构是依法成立的专业技术机构，担负着监督检验食品质量、确保人们用药安全有效的重大职责。为保证所提供的检验检测服务质量，按要求需进行行业认证和行政许可，其中建立管理体系并将其文件化至关重要。本文主要从食品药品检验检测机构管理体系文件构建的要求与要点等方面进行分析，并从文件编制及管理实施等方面来阐述文件构建的体会，以期为食品药品检验检测机构管理水平提升作参考。

Explore the Construction and Experience of Management System Documents of Food and Drug Inspection and Testing Institutions

Abstract： Food and drug inspection and testing institutions are professional and technical institutions established in accordance with the law， responsible for the supervision and inspection of food quality， to ensure that the peoples drug safety and effective major responsibility. In order to ensure the quality of inspection and testing services provided， industry certification and administrative licensing are required， and the establishment and documentation of the management system is crucial. This paper mainly analyzes the requirements and key points of the document construction of the management system of food and drug inspection and testing institutions， and expounds the experience of the document construction from the aspects of document preparation and management implementation， in order to provide reference for the improvement of the management level of food and drug inspection and testing institutions.

食品藥品有着复杂性与特殊性特征，与人们的生活息息相关。随着我国经济的迅速发展，食品药品安全方面的问题也时有发生，而这些问题对人们的生命健康安全造成极大威胁，因此，食品药品监督管理与食品药品检验检测能力的强化十分关键。作为食品药品检验检测能力的载体，食品药品检验检测机构是开展质量管理组织结构和程序以及资源的集合体，机构通过准确可靠的检验检测数据结果对食品药品安全进行科学判断，所出具的检验报告可作为政府执法部门的执法依据。

按照《检验检测机构资质认定管理办法》[1]《检验检测机构监督管理办法》[2]《检验检测机构资质认定能力评价 检验检测机构通用要求》（RB/T 214—2017）[3]和《检验检测机构资质认定能力评价 食品检验机构要求》（RB/T 215—2017）[4]要求，食品药品检验检测机构应取得资质认定，即经监督管理部门评价基本条件和技术能力符合法定要求，以确保检验检测数据、结果的真实、客观、准确。……
