摘 要：小型餐饮与人们的生活息息相关，在我国餐饮业中占据至关重要的地位，但是近年来频繁发生的公共卫生事件对餐饮业造成较大冲击，以家庭和个人为主体的经营者在面对突发性事件时反应力较弱，需要外部力量帮助其进行恢复。为推动小型餐饮健康发展，本文尝试从社区出发，在“社会治理中心向基层下移”的背景下，提出社区与小型餐饮相互合作、协同发展的优化建议，由社区帮助小型餐饮进行改革发展，促进政策落实，提供安全监管，保障经营者与消费者的合法利益，提高小餐饮面对突发性事件的抗打击能力。

Research on Countermeasures of Community Assisted Small Catering in Response to Emergencies

Abstract： Small catering is closely related to peoples lives and occupies a vital position in Chinas catering industry. However， the frequent public health incidents in recent years have had a serious impact on the catering industry. Operator with families or individuals as the main body are weak in response to emergencies and need external forces to help them recover. In order to promote the healthy development of small catering， this paper tries to start from the community. Under the background of “the social governance center moves down to the grass-roots level”， this paper puts forward some suggestions on the mutual cooperation and coordinated development of community and small-scale catering. The community will help small catering carry out reform and development， promote policy implementation， provide safety supervision， protect the legitimate interests of operators and consumers， and improve the anti-attack ability of small catering in the face of emergencies.

1 研究背景

隨着外卖平台的兴起、社区治理的全面推进，社区周边的小型餐饮稳步发展，与社区居民联系紧密，逐渐具备社区性质，承担了部分社区职能，成为社区餐饮的重要组成部分，为社区的有序发展提供了坚实基础。但是小型餐饮存在食品安全不达标、监管难度大、政策落实不到位、对政策适用性不强以及缺乏创新性等发展难点，一定程度上影响了小型餐饮行业的发展。近年来，人们的食品安全意识逐步提升，也制约了小型餐饮的后续发展。在此背景下，笔者从社区出发，提出社区与小型餐饮相互合作、协同发展的相关优化建议，旨在解决小型餐饮的发展难点，促进小型餐饮业健康发展。

部分小型餐饮依靠社区生存和发展，随着社会治理重心向基层下移，社区治理逐渐在社会发展中承担更多职能，成为一种新型有效的管理模式。……
