摘 要：随着经济发展，物质条件的提高，食品安全问题成为人们最关心的问题之一。因此对食品安全的监管是政府中心工作的一大重点。无论从食品经营户的登记还是监管，政府都应制定相对应的公共政策。本文分析了“渐进模型”对广西现有政策的制定并试行小食杂店登记办法的公共政策，从而为广西的食品经营许可登记提出一定的参考建议。

Through "Progressive Model" Analysis of Guangxi Small Grocery Store Registration Management Methods

Abstract： With the development of economy and the improvement of material conditions， food safety has become one of the issues that people are most concerned about. Therefore， the supervision of food safety is a major focus of the government's work. Regardless of whether it is from the registration or supervision of food business households， the government should formulate corresponding public policies. This article analyzes the "gradual model" to formulate Guangxi's existing policies and tries to implement public policies for the registration of small grocery stores， so as to provide certain reference suggestions for the registration of food business licenses in Guangxi.

1 案例背景及內容介绍

在过去，食品经营许可办理，手续繁多，办理困难。在食品安全法正式实施之前，中国的食品安全监管体制比较混乱，不同的部门负责食品从生产到流通的不同环节，导致了部门职责交叉错乱，相互推诿的现象时有发生，《中华人民共和国食品安全法》出台以后，食品监管的各个环节才进一步明确了各个部门的责任。但是食品经营许可的办理登记过程仍然复杂烦琐。对于许多文化水平不高的经营者来讲，办理食品经营许可在一定程度上比较困难，这种现象在一些偏远地区尤为明显。在中西部偏远地区，食品经营户呈现出小、乱、杂、散的现象，这些经营户构成简单，经营条件简陋，对于这些小食品店的经营者，或者不具备独立办理许可登记的文化素质，或者没有办理经营许可的意识，而基层的监管力量薄弱，又无法对该部分经营者进行有效的全覆盖监管，造成了这些小食品店大多无证经营食品，未办理食品经营许可就进行食品经营，导致他们所经营的食品安全也难以保证。……
