摘要：准确把握运用“第一种形态”是高校基层党组织加强全面从严治党的本质要求，是全面加强纪律建设、强化党内监督的重要方式和手段。但是目前在高校基层党组织全面从严治党工作中，还存在对“第一种形态”认识不够深刻、运用不够准确的现象。加强高校基层党组织准确把握运用监督执纪“第一种形态”，落实全面从严治党的主体责任，让纪律成为刚性约束，坚持惩前毖后、治病救人的方针，充分发挥惩处的震慑作用。

Abstract： Accurately grasp the use of "the first form" is the essential requirements of college grassroots Party organizations to strengthen the overall strict party governance， is an important way and means to comprehensively strengthen discipline construction， strengthen the party supervision. However， in the current work of comprehensively enforcing strict party governance by the grassroots party organizations in colleges and universities， there still exist the phenomenon of insufficient understanding and inaccurate application of the "first form". We will strengthen grassroots Party organizations in colleges and universities to accurately grasp the "first form" of supervision and discipline enforcement， fulfill the principal responsibility of comprehensively governing the Party with strict discipline， make discipline a rigid constraint， adhere to the principle of learning from past mistakes to avoid future ones and curing diseases to save others， and give full play to the deterrent effect of punishment.

習近平总书记在全国教育大会上的重要讲话要求：“全面加强党对教育工作的领导”。习近平总书记指出“加强党对高校的领导，加强和改进高校党的建设，是办好中国特色社会主义大学的根本保证。”，做好高校基层党建，必须加强基层党组织自身建设，固本强基夯基础，彰显政治功能，提升组织力，才能发挥坚强战斗堡垒的作用。

高校基层党组织筑牢战斗堡垒作用不仅仅需要提升组织力，还需要勇于自我革命，全面从严治党。全面从严治党，最重要、最经常的方式应该运用好“四种形态”。“党组织必须严格执行和维护党的纪律，共产党员必须自觉接受党的纪律的约束。”“坚持惩前毖后、治病救人，执纪必严、违纪必究，抓早抓小、防微杜渐……运用监督执纪‘四种形态’，让‘红红脸、出出汗’成为常态。”[1] 准确理解运用好监督执纪‘四种形态’，特别是“第一种形态”，是高校基层党组织日常监督中经常熟练运用的方式方法，是管党治党主体责任和监督责任的具体化表现。
