摘  要：知识经济时代，人才作为驱动社会发展的核心力量，在国家统筹战略中占有重要地位。经济发展新常态下，人才的战略价值日臻突出，尤其是市场经济体制改革深化下，社会就业形势越发严峻。对此，李克强总理提出了高职扩招百万的政策，犹如一剂“强心针”，进一步提升了高等教育發展活性，成为了各界热议的焦点。该文以百万扩招为课题背景，基于对高校学生管理工作的分析，就其创新进行了思考和探究。

Innovative Thinking of University Student Management under the Background of Million Enrollment Expansion

Abstract： In the era of knowledge economy， talents， as the core force driving social development， play an important role in the national overall planning strategy. Under the new normal of economic development， the strategic value of talents is becoming more and more prominent， especially with the deepening of market economic system reform， the social employment situation is becoming more and more severe. In this regard， Premier Li Keqiang put forward the policy of increasing the enrollment of one million higher vocational colleges， just like a "shot in the arm"， which further enhanced the development activity of higher education and became the focus of hot discussions from all walks of life. Based on the analysis of college student management， this paper considers and explores its innovation.

基于李克强总理“扩招百万”的精神批示，教育部、发改委、财政部、人社部等联合下发了《高职扩招专项工作实施方案》，对百万扩招工作做出了具体安排，现已迈入了实战化阶段，并取得了显著成效。但是在此过程中，百万扩招背景下，生源数量的规模化增长，加之人的个性差异客观存在，对高校学生管理工作发起了严峻挑战，创新势在必行，且尤为紧迫。

1  百万扩招背景下的高校学生管理工作分析

2019年的《政府工作报告》指出，改革完善高职院校考试招生办法，鼓励更多应届高中毕业生和退役军人、下岗职工、农民工等报考，今年大规模扩招100万人。作为党中央、国务院作出的重要战略决策，“百万扩招”是进一步落实《国家职业教育改革实施方案》的关键举措，为高等教育事业发展带来了巨大的机遇，但也对其学生管理工作发起了严峻挑战[1-2]。时至今日，高职院校扩招百万已然迈入了全新的实战阶段，生源数量明显增长，结构构成复杂，包括高中毕业生、中职毕业生、退役军人、下岗职工、农民工等，因着不同的社会背景、年龄结构、实践阅历等，个性化差异更加明显。……
