摘  要：在2022年北京冬奥会即将举办以及“三亿人上冰雪”目标还未实现的背景下，政府发布了一系列政策以发挥宏观调控的作用。该文运用NVivo质性分析软件对相关政策文件进行工具特征分析，研究发现，首先是在冰雪政策工具中，环境型政策工具占主要地位，体育法规与管制应用充分;其次是供给型政策工具，冰雪人才培养发展得当;最后是需求型政策工具，体育采购发挥主导作用。

Analysis on the Characteristics of Ice and Snow Sports Policy Tools under the Sports Background of the New Era

Abstract： Under the background that 2022 Beijing Winter Olympic Games will be held soon and the goal of "300 million people on ice and snow" has not been achieved， the government has issued a series of policies to play the role of macro-control. This paper uses NVIVO qualitative analysis software to analyze the tool characteristics of relevant policy documents. It is found that among ice and snow policy tools， environmental policy tools occupy the main position， and sports laws and regulations are fully applied; the second is the supply-oriented policy tools， and the training and development of ice and snow talents is appropriate; finally， demand-based policy tools， sports procurement plays a leading role.

十八大以來，中共中央及国务院频繁发布有关体育与健康的文件。《“健康中国2030”规划纲要》《体育强国建设纲要》等文件的出台意味着我国体育发展已进入新的阶段呈现新的特征。在这个新时代里，我国2022年即将举办北京冬奥会，我国冰雪运动发展活力不断增强。在这个充满机遇与威胁的时代，如何把握新时代体育背景下冰雪运动的发展方向是值得探讨的问题。

1  样本选择与分析框架构建

1.1 政策文本选择

政策文本是该文的研究对象，故选择何种政策文本进行研究直接影响该文的可信度。该文的研究目的是探讨新时代体育背景下冰雪运动的政策工具特征，故该文主要以中共中央及国务院颁布的相关体育文件为研究对象，辅之以各省份的具体政策文件。

1.2 分析框架：冰雪运动政策工具

研究将政策工具作为冰雪运动政策分析的主要手段，对我国冰雪运动政策中政策工具的整体使用情况进行描述和分析。……
