摘  要：目的  基于某大型船舶的远洋护理需求构建护理人员的核心能力框架。方法  通过文献资料、实地调研、专家访谈、德尔菲法和层次分析法进行模型构建，形成远洋航行船舶护理人员核心能力框架。结果  专家函询问卷的内容效度为0.85，专家的权威系数为0.81，两轮专家协调系数W分别为0.22和0.35;经一致性检验，各准则层一致性比例分别为0.064 7、0.045 4、0.041 5（CR<0.10），提示矩阵各组具有较好的一致性;构建的大型船舶护理人员核心能力框架包括临床护理专业素质、航海环境特殊健康保障能力和护理人员综合素质能力3个部分。结论  对某大型船舶护理人员核心能力框架构建，专家意见集中，结果科学可靠，可为航海护理技术筛选、人员选拔与培训提供理论依据。

Study on the Construction of Core Competence Framework of Nursing Staff on Ocean Going Ships

Abstract： Objective  To build the core competency framework based on demands of nursing care on ocean going ships. Methods  Through literature review， on-the-spot investigation， expert interview， Delphi method and analytic hierarchy process， the model was constructed to form the core competence framework of nursing staff on ocean going ships. Results  The content validity of the expert letter questionnaire is 0.85， the authority coefficient of the expert is 0.81， and the coordination coefficient of the two rounds of experts is 0.22 and 0.35 respectively; After consistency test， the consistency ratio of each criterion layer is 0.064 7， 0.045 4 and 0.041 5（CR<0.10）， which indicates that each matrix group has good consistency. The core competence framework of nursing staff in large ships consists of three parts： fundamental professional clinical nursing skills， special health guarantee ability in maritime environment and comprehensive quality ability of nursing staff. Conclusions  The expert opinions on the construction of the core competence framework of nursing staff in a large ship are concentrated， and the results are scientific and reliable， which can provide a theoretical basis for the screening of marine nursing technology， personnel selection and training.

面對当代航海科学技术的发展呈现船舶大型化、专业化、高速化等特点，为传播“和谐世界”“和谐海洋”的理念，进一步推进我国航海护理队伍建设，完善和发展航海护理的学科体系，基于国内构建的大型船舶护理岗位体系，对大型船舶护理人员核心能力框架进行构建，将是我国航海护理保障配套建设的又一重要环节，也是形成我国航海医疗保障力量的关键因素，更是维护世界和谐海洋环境，彰显良好国际形象的重要诠释。该研究结合德尔菲法（Delphi）和层次分析法（AHP）拟针对某大型船舶护理人员核心能力指标体系及各级权重进行探讨，结果如下。

1  调查对象和方法

1.1 调查对象

采用目的抽样，选取专家20名，专家遴选条件：（1）在护理管理、航海医学、航海护理、卫生勤务学、医院管理等相关领域工作10年以上;（2）本科及以上学历;（3）对大型船舶的医疗卫生保障有一定的了解;（4）自愿参与该研究。专家的具体情况见表1。
