摘  要：随着我国社会经济的不断发展，我国小微企业也获得发展的机遇，为我国的经济建设做出了较为突出的贡献。但在小微企业的发展过程中，安全生产隐患越来越明显，生产安全事故发生的次数不断增加，对我国经济水平的提升、人们的生命财产安全都造成巨大的威胁。所以，需要增加对安全生产管理问题的重视程度，并通过政策、资金的扶持、专业化队伍的建设以及管理方式的创新，实现小微企业安全生产管理工作的不断优化。该文以绍兴市小微企业为研究主体，对安全生产管理存在的问题以及措施进行探讨分析。

Research on Safety Production Management Problems and Countermeasures of Small and Micro Enterprises

in Shaoxing City

Abstract： With the continuous development of China's social economy， the small and micro enterprises have also obtained development opportunities and made outstanding contributions to China's economic construction. However， in the development of small and micro enterprises， the hidden dangers of safety production have become more and more obvious. The increasing number of production safety accidents has caused huge threats to the improvement of my country's economic level and the safety of people's lives and properties. Therefore， we need to pay more attention to work safety management， and realize the continuous optimization of work safety management in small and micro enterprises through policy and financial support， the construction of professional teams and the innovation of management methods. This paper takes the small and micro enterprises in Shaoxing City as the research subject to discuss and analyze the existing problems and measures of safety production management.

绍兴市小微企业在绍兴市经济发展中发挥着十分重要的作用，但小微企业在发展中也面临一些问题，其中最主要的就是安全生产管理问题，并已经严重制约着绍兴市整体的经济发展速度，因此需要不断地对小微企业安全生产管理进行完善。为了适应政策要求，绍兴市在2020年已经建立对高危行业、危险化学品企业的风险防控体系，对全市范围内4 000多家小微企业进行安全生产管理和控制，并预计到2022年底，实现对各个行业的风险控制，实现各种安全生产问题的减少，为经济发展提供一个良好的安全生产环境。

1  紹兴市小微企业安全生产管理存在的问题

1.1 安全生产管理责任主体不明确
