摘  要：做好常态化疫情防控工作，建立人员健康信息日报系统非常必要。结合疫情防控期间的人员动态管理数据及制度，建立人员健康信息日报系统，对接上级日报的数据采集口径和标准，系统实现移动上报、分级管理、自动统计监管等功能。通过人员健康信息日报系统的运用，减轻了日常疫情防控数据统计的工作量，提高了数据质量，显著提升了人员健康信息日报的工作效率。

Abstract： It is very necessary to do a good job in normalized epidemic prevention and control and establish a daily personnel health information system. Combined with the personnel dynamic management data and system during the epidemic prevention and control period， establish the personnel health information daily report system， connect with the data collection caliber and standards of the superior daily report， and realize the functions of mobile reporting， hierarchical management， automatic statistical supervision， etc. Through the application of personnel health information daily report system， the workload of daily epidemic prevention and control data statistics is reduced， the data quality is improved， and the work efficiency of personnel health information daily report is significantly improved.

突發公共卫生事件管理作为一项系统工程，涉及到各个区域、单位和个体，动态管理系统可以为相关机构提供便捷、有效的管理平台。人员健康信息日报系统通过报送数字编码，管理中心就能及时、准确地在系统平台上记录和追踪相关信息，保证信息的时效性。另外，通过系统平台，与相关业务主管部门实行系统数据对接，有效地实现了资源共享。

1  构建疫情防控人员健康信息日报系统

1.1 系统设计及建设目标

系统设计根据疫情防控期间的人员动态管理数据及制度，对接业务主管部门的数据采集口径和标准，系统实现移动上报、分级管理、自动统计监管健康信息日报数据。人员健康信息日报系统可以利用现有丰富的互联网资源，成熟、可靠的技术应用点，结合学校数字校园平台和人力资源管理系统，快速搭建一套内容实用、操作简洁、方便管理的人员健康信息日报系统。……
