摘  要：多民族杂聚区基础教育发展受自然环境、历史条件和文化传统等因素的限制，整体上大大落后于其他地区。多民族杂居区基础教育若要突破发展瓶颈，首先必须要探清存在的主要问题，然后对症下药，提出具体发展方案。本文主要从多民族杂居区基础教育发展后劲不足、师资力量缺乏、男女孩性别差异、基础教育设施不够健全等方面进行探析。

A probe into the main problems existing in the development of basic education in multi-ethnic mixed areas

【Abstract】The development of basic education in multi-ethnic mixed areaslags for behind other areas as a whole due to the limitations of natural environment ，historical conditations and cultural traditions.In order to break through the development bottleneck ，we must fist find out the main problems ，and then cut appropriatly to the situation put for forward specific development projects.This paper mainly analyzes the lagged development of basic education，a lack of faculty，gender diflerences between boys and girls and imperfect basic education facilities in multi-ethnic mixed areas

近年來国家在义务教育的普及方面获得了前所未有的发展，人民大众最基本的素质提高很大，培养的劳动者整体文化素质较好。不过多民族杂聚居地理位置上相对处于自然条件较差的高原地区，经济、文化等各方面发展相对滞后。与中国中东部教育发达地区相比基础教育发展整体较落后，在办学条件、经济投入、师资力量、少数民族女孩入学巩固等方面都存在很大问题。现将主要问题探析如下：

1. 缺乏内驱动力

首先从政府领导而言，积石山县的部分领导干部未从根本上认识到基础教育发展的重要性。他们认为在职期间发展经济最为重要，狠抓经济才是第一要务。在下拨每年的财政经费时，教育经费往往位居最后。诸多相关部门领导常把“教育是脱贫致富的关键”挂在嘴边，实际口号喊得响亮，但缺乏实际作为。

其次，众多家长只看到眼前利益，由于知识水平的限制没法理解教育是一项远期投资。……
