摘要：随着中国经济发展进入新常态，经济结构矛盾变得更加严重。在“新常态”下，阳泉市中小企业的发展也面临着新的挑战和风险。在这种背景下，经济增长、劳动力就业、技术创新和其他方面都产生了关键作用。在新形势下，中小企业应知道如何根据国家政策确定相关风险，正确评估自身的缺陷，确保在新形势下取得更好的发展和进步，因此，对于中小企业发展现状进行科学审视，探究其存在的发展困境，并在此基础上提出相应的改善策略，使其进入技术创新的状态是很有必要的。

Abstract： As China's economic development has entered a new normal， economic structural contradictions have become more serious.Under the "new normal"， the development of small and medium-sized enterprises in Yangquan city is also facing new challenges and risks.In this context， economic growth， labor employment， technological innovation and other aspects have played a key role.Under the new situation， small and medium-sized enterprises should know how to determine according to the national policy related risk， right of the flaws of assessment to ensure that in the new situation better development and progress， therefore， for the scientific review， the present situation and problems of the development of small and medium-sized enterprises to explore the development of its existence predicament， and based on this， advances the corresponding improvement strategy， make it into the state of technology innovation， it is very necessary.

隨着中国经济的发展，导致了经济进入了“新常态”，2014年首次提出了经济“新常态”概念，要求领导干部从当前中国经济发展阶段特征出发，适应新常态，保持战略平常的心态，本文通过研究阳泉市产业区的现状，对“新常态”进行了研究概念，准确地找出阳泉市在经济"新常态"中存在的缺点和不足，提出了未来发展的建议。

一、中小企业研究现状

（一）中小企业是我市转型的主要动力。

随着经济社会的持续发展，原始经济发展模式的缺陷逐渐显现。自金融危机以来，国家逐渐意识到中小企业的重要性。随着山西整个煤炭行业的持续衰退，我们必须要抓住经济转型的重要性，以调整经济结构为主线，重点扶持技术创新企业，发挥新的创新战略，逐步实现转型的整体布局。

（二）中小企业缓解就业压力

中小企业的创业和管理成本低，市场适应能力高，就业条件低，具有大型企业所未有的优势。……
