摘要：本文首先从国家层面论述发展新能源汽车产业的必然性，再从衡阳市贯彻落实国家新能源汽车产业发展规划促进区域经济发展的实际，在调查研究衡阳新能源汽车产业发展的条件的基础上，在立足衡阳新能源汽车产业发展优势分析衡阳市发展新能源汽车的条件和面临的问题，提出发展衡阳新能源汽车产业的举措，特别是针对衡阳发展新能源汽车技术创新能力提升进行对策研究，提出衡阳市新能源汽车产业技术创新能力提升发展举措，促进新能源汽车技术创新能力快速提升。

Abstract： This paper first discusses the inevitability of developing the new energy vehicle industry from the national level， and then from the reality of Hengyang City implementing the national new energy vehicle industry development plan to promote regional economic development， based on the investigation and study of the conditions for the development of Hengyang new energy vehicle industry， Based on the development advantages of Hengyang new energy vehicle industry， this paper analyzes the conditions and problems of developing new energy vehicles in Hengyang， and puts forward the measures for developing Hengyang new energy vehicle industry， especially the Countermeasures for improving Hengyang new energy vehicle technology innovation ability， Promote the rapid improvement of new energy vehicle technology innovation ability.

1  我国新能源汽车技术和产业发展状况

党的十八大以来，以习近平同志为核心党中央高度重视生态文明的建设，新能源汽车产业作为解决能源紧张和生态文明要求的新兴产业，国家也对新能源汽车产业发展进行“三纵三横”的战略布局。借鉴吸收国外新能源发展技术进行再创新，新能源汽车自主研发能力由弱变强，自行研发了上述三类新能源汽车的性能样车、功能样车和产品样车;同时，新能源汽车关键零部件技术、系统集成技术和电子控制技术也取得重大进展，形成了配套新能源汽车全过程的产业链。车用燃料电池发动机性能大幅提升，大功率车用动力蓄电池一次充电行驶里程明显上长，电机驱动性能与整车配合的综合指标得到优化，车辆电控操作性能越来越被人所接受。……
