摘  要：在新形势下，完善的灭火救援作战体系将直接影响消防工作效率与效果，灭火救援工作应赋予其真正的实效性，即要充分发挥好科技装备的优势，更要消防救援人员履行职责，重视消防工作的发展创新，确保灭火救援工作的顺利开展，本文分析阐述如何提高灭火救援团队的实战能力，以期构建新形势下“和谐”的灭火救援作战体系，为促进社会健康发展、维持社会稳定保驾护航。

Several Thoughts on Constructing a "Harmonious" Fire Fighting and Rescue Combat System under the New Situation

Abstract： Under the new situation， a perfect fire fighting and rescue operation system will directly affect the efficiency and effect of fire fighting. Fire fighting and rescue work should be given real effectiveness， that is， we should give full play to the advantages of scientific and technological equipment. More importantly， fire rescue personnel should perform their duties， pay attention to the development and innovation of fire fighting work， and ensure the smooth development of fire fighting and rescue work. This paper analyzes and expounds how to improve the actual combat ability of fire-fighting and rescue teams， in order to build a "harmonious" fire fighting and rescue combat system under the new situation， so as to escort the healthy development of society and maintain social stability.

基于目前阶段消防安全工作被加以重视的前提条件下，完善的灭火救援作战体系将直接影响消防工作效率与效果。与以往的消防救援队伍单方面工作形式相比较，现代消防工作更加注重以完善的灭火救援作战体系作为核心与基础，提升全民的消防安全意识，同时结合科学性及合理性较强的消防措施完善灭火救援工作内容，从而促进推动现代消防安全工作效果，保证新形势背景下构建“和谐”灭火救援作战体系的根本作用。

1  灭火救援作战体系的主要问题

1.1 消防灾害事故逐渐复杂

消防灭火救援作战体系的完善性是促进提升消防灭火效果的根本因素。在现代化社会结构逐渐完善的背景下，消防灭火体系同样在逐渐完善化和全面化。但是在实际发展过程中仍然存在一定可优化和完善的問题是影响消防灭火工作效率的关键因素。为了全面提升消防灭火工作效率，强化消防措施运用效果，加强分析目前阶段消防灭火救援作战体系中的不足问题是促进提出针对性、科学性解决措施的关键基础。……
