摘  要：随着中国经济的迅猛发展，中国交通运输业能源消费量迅速增长，同时，来自交通运输业的碳排放量逐年增加，发展低碳交通、控制温室气体排放已经成为我国国民经济和社会发展的必然要求，是建设绿色节约型社会的重要战略。河北省是我国北方重要的工农业发展基地，同时作为首都北京和直辖市天津的经济腹地，研究河北低碳交通现状及其影响因素对于发展京津冀区域低碳交通具有重要的研究价值。文章旨在探讨河北省低碳交通现状、影响低碳交通的能源结构、交通结构和交通系统经济环境等因素。

Abstract： With the rapid development of China's economy， the energy consumption of China's transportation industry is growing rapidly. At the same time， the carbon emissions from the transportation industry are increasing year by year. Developing low-carbon transportation and controlling greenhouse gas emissions have become the inevitable requirements of China's national economic and social development， and are important strategies for building a green and energy-saving society. Hebei province is an important industrial and agricultural development base in northern China. As the economic hinterland of the capital Beijing and Tianjin municipality directly under the central government， it has great research value to study the current situation and influencing factors of low-carbon transportation in Hebei province. This paper aims to explore the current situation of low-carbon transportation in Hebei province， the energy structure， traffic structure and economic environment of transportation system.

1  低碳交通

交通运输是现代经济社会赖以运行和发展的基础，随着经济的发展，交通运输行业已成为继工业生产之后的石油消耗最大、增长最快的行业，同时也是二氧化碳排放增长最快的领域之一。建设低碳综合交通运输体系就是以降低交通运输二氧化碳排放为目标，在高质量满足社会交通运输需求的基础上，综合考虑铁路、公路、水运、航空和管道五种交通运输方式，统筹优化、调控和布局，在具体运输过程中，持续改善能源结构、提高运输效率和能源使用率，大幅降低二氧化碳排放。采用更加合理的交通结构，构建有利于实现低碳交通的经济环境等方式，实现区域低碳化交通系统的建设，促进区域交通及经济的可持续发展。……
