摘要 柳城县实施区域经济联动发展措施，是实现城乡协调发展的“撬动力”，也是实现共同富裕的重要途径。“十三五”期间，柳城县社会经济建设取得了重大进展，为巩固脱贫成果，迎接乡村振兴新挑战打好了坚实的基础。推进乡村振兴是国家重要战略，城镇化的提高是城乡一体化的归宿所在，以合理的县域联动发展为基准，柳城县与12个乡镇互动融合中实现城乡一体化发展的新格局是其未来发展的方向。

Study on the Linkage Development of Liucheng County Economy

Abstract The implementation of regional economic linkage development measures in Liucheng County is not only the “driving force” to achieve the coordinated development of urban and rural areas， but also an important way to achieve common prosperity. During the 13th Five Year Plan period， significant progress has been made in the social and economic construction of Liucheng County， laying a solid foundation for consolidating the achievements of poverty alleviation and meeting the new challenges of rural revitalization. Promoting rural revitalization is an important national strategy， and the improvement of urbanization is the end result of urban-rural integration. Based on the reasonable county level linkage development， the new pattern of urban-rural integration in the interaction and integration of Liucheng County and 12 townships is the direction of its future development.

长期以来，乡村地区经济社会虽然也在不断发展，但与城市的差距依旧在逐年扩大，且难以达到城市发展的水平。2021年中央一号文件提出，把县域作为城乡融合发展的重要切入点，破除城乡分割的体制弊端[1-2]。破除城乡差距壁垒，需要以县城为经济联动发展中心，以所辖区域乡镇排兵布阵，努力实现县、乡、村3级层级的资源、功能的衔接互补。健全城乡融合发展机制，推动城乡要素平等交换、双向流动，激发农村发展活力[3-4]。推进乡村振兴战略过程中，需要在城乡融合空间中寻求城乡一体化发展的内在动力，是新时代县乡村区域经济联动发展的关键。

伴随着现代化经济体系建设的逐步深入，思考如何在高质量发展进程中构筑形成优势互补、协调联动、共创双赢的城乡区域发展体系，实现城乡要素深度融合，对于助推县域经济社会实现高质量的发展有着极其重要意义和作用。……
